BACOOR CITY, Cavite — Newly crowned Miss Earth 2025 Joy Barcoma has called on the government to strengthen flood control measures, saying that recurring floods not only claim lives but also threaten the livelihood of many Filipinos.

Barcoma, 26, a native of Bacoor, questioned whether funds for flood control projects are being properly used, noting that despite ongoing infrastructure works, many communities continue to experience flooding.

“Disasters can be avoided if we are prepared,” she said. “There are national calamities, but there should be no such thing as a national disaster.”

She praised Filipinos for their resilience in rising above hardships but stressed that such struggles should not persist if the government effectively implements its programs.

Barcoma, the first Caviteña to win the Miss Earth Philippines crown, was honored in her hometown this week by Mayor Strike Revilla, who described her victory as “a triumph not only for Bacoor but for every young woman striving to make a difference.”

The beauty queen, who will represent the Philippines in the Miss Earth international competition this November, also advocates for urban environmental sustainability and inclusive community-based waste management.

She said the youth play a critical role in environmental protection, stressing that awareness about sustainability and waste management should be instilled at an early age.
