DASMARIÑAS CITY, Cavite — Three candidates will compete in the special election for the lone congressional district of Dasmariñas scheduled in August, following the vacancy created by the expulsion of former Rep. Francisco “Kiko” Barzaga from the House of Representatives.
The Commission on Elections’ list of candidates includes Dasmariñas Mayor Jennifer Austria Barzaga, who stepped down from her post to seek the congressional seat; former Vice Mayor Raul Rex Mangubat; and former city councilor Jesse Frani, a cousin of the late former Rep. Elpidio “Pidi” Barzaga Jr.
The special election was called after the House of Representatives voted to expel Kiko Barzaga over repeated violations of House rules, including disorderly conduct and behavior deemed unbecoming of a lawmaker. His removal created a vacancy in Cavite’s 4th District, prompting the Comelec to schedule a special election to fill the remainder of the term.
Comelec Chairperson George Erwin Garcia has said that Barzaga’s expulsion from the House does not automatically disqualify him from seeking elective office, noting that expulsion is an administrative sanction rather than a perpetual disqualification under election law.
The winner of the August special election will serve the unexpired term representing Dasmariñas City in the House of Representatives.
