EX-CONGRESSMAN BARZAGA MAY STILL SEEK PUBLIC OFFICE, COMELEC SAYS
MANILA, Philippines — Former Cavite 4th District Rep. Elpidio “Kiko” Barzaga Jr. remains eligible to run for any public office despite his removal from Congress, Commission on Elections (COMELEC) Chairman said Thursday.
Garcia clarified that Barzaga’s expulsion from the House of Representatives does not automatically result in a permanent disqualification from holding public office, stressing that eligibility to seek elective positions depends on the specific legal grounds and penalties imposed in a particular case.
“The expulsion from Congress, by itself, does not mean a lifetime ban from public office,” Garcia said, according to statements released by election officials.
The clarification came amid public discussion over Barzaga’s political future following his removal from the House, which created a vacancy in Cavite’s 4th Congressional District.
The COMELEC chief said the poll body is also studying possible dates for a special election in the city of Dasmariñas to fill the vacant congressional seat. Among the dates being considered are Aug. 22 and Aug. 29, 2026, he said.
Election officials are assessing logistical, legal and administrative requirements before finalizing the schedule, Garcia added.
A special election would allow voters in the district to choose a new representative to serve the remainder of the current term.
Barzaga, a longtime political figure in Cavite and former mayor of Dasmariñas, has not publicly announced whether he intends to seek another elective post following his removal from Congress.
The COMELEC is expected to release further details on the special election schedule once deliberations are completed.
The vacancy in Cavite’s 4th District has drawn significant attention from local political leaders and residents, given the district’s importance as one of the province’s most populous areas.
As discussions continue over the upcoming special election, election officials reiterated that any future candidacy by Barzaga would be evaluated in accordance with existing election laws and constitutional requirements.
