COA Nag-Expose ng Malaking Korapsyon sa Kawit LGU, Cavite – Panahon ng Ex-Mayor Angelo Aguinaldo ang Pananagutan!

PUMALPAL! COA, IBINULGAR: P15.49 MILYONG CASH ADVANCES SA KAWIT LGU NOONG TERM NI EX-MAYOR AGUINALDO, HINDI NALIQUIDATE!

KAWIT, CAVITE—Isang nakakabahalang sitwasyon ang ibinulgar ng Commission on Audit (COA) matapos nitong kumpirmahin na umabot sa P15.49 Milyon (P15,493,400.00) ang nanatiling unliquidated o hindi nali-liquidate na cash advances ng Local Government Unit (LGU) ng Kawit, Cavite, sa pagtatapos ng taong 2020. Ang pondo ay iginawad sa ilalim ng pamamahala ni dating Mayor Angelo Aguinaldo.

​Paggamit ng Pondo: Milyon-Milyon, Nakatiwangwang

​Ayon sa COA Annual Audit Report, ang malaking halagang ito ay “contrary to the aforementioned provisions” ng Presidential Decree (PD) No. 1445 at COA Circular No. 97-002, na nag-uutos na ang lahat ng cash advances ay dapat na agad ma-liquidate pagkagamit.

​Ang P15.49 Milyon na nanatiling unliquidated ay binubuo ng mga sumusunod:

  1. General Fund (GF) at Confidential Fund: Halos P493,400.00 na unliquidated sa ilalim ng General Fund, kabilang ang mga cash advances para sa Confidential Fund para sa ika-apat na quarter ng 2020.
  2. Trust Fund (TF): Isang mas malaking halaga na P15 Milyon (P15,000,000.00) ang nanatiling unliquidated sa ilalim ng Trust Fund.

​P12 Milyong Social Pension at P3 Milyong AICS, Kabilang

​Ilan sa pinakamalaking halaga na nanatiling hindi nali-liquidate ang nakita sa mga sumusunod:

  • P12,000,000.00: Para sa distribusyon ng 1st at 2nd semester ng Social Pension Beneficiaries na iginawad kay Accountable Officer Agustina Laviña.
  • P3,000,000.00: Para sa Bayanihan Assistance to Individuals in Crisis Situation (AICS) na iginawad kay Accountable Officer Noveleta Luyun.

​Binigyang-diin ng COA na ang pagpapatuloy na pagbibigay ng cash advances sa mga Accountable Officers (AOs) na mayroon pang balanse ay malinaw na paglabag sa mga regulasyon. Ang LGU ay nabigong ipatupad ang agarang likidasyon sa mga cash advances na mayroon nang overstated na Government Equity account at understated na mga expense accounts.

​Hinimok ng COA ang LGU ng Kawit na ipatupad ang agarang likidasyon ng lahat ng outstanding cash advances upang maiwasan ang mas matitinding accounting at legal na problema. Ang ulat na ito ay naglalagay ng malaking katanungan sa tapat at epektibong paggamit ng pondo ng bayan sa ilalim ng dating administrasyon.

​Naghahanap pa ng pahayag ang balita mula kay ex-Mayor Angelo Aguinaldo o sa mga Accountable Officers na binanggit sa ulat.
