Hindi Ulan ang Problema sa Kawit, Cavite

HINDI NA “ULAN” ANG PROBLEMA—PAMAMAHALA NA

Kapag binaha ang Kawit, madaling sisihin ang malakas na ulan.

Madaling sabihin: “Malakas talaga ang ulan.”

Madaling ituro ang habagat.

Madaling sabihin na hindi kayang kontrolin ng lokal na pamahalaan ang panahon.

Totoo.

Hindi kayang kontrolin ng mayor ang ulan.

Pero kayang kontrolin ng pamahalaan ang paghahanda.

Kayang ayusin ang drainage.

Kayang linisin ang waterways.

Kayang ipatupad ang tamang land-use planning.

Kayang magpatayo at mag-maintain ng pumping stations.

Kayang alisin ang mga sagabal sa daluyan ng tubig.

Kayang gumawa ng flood-mitigation master plan.

At kayang ipaliwanag sa publiko kung saan napupunta ang pondo at bakit hindi pa rin nararamdaman ang resulta.

Kaya kapag paulit-ulit ang baha sa loob ng maraming taon, hindi na sapat ang sagot na “malakas ang ulan.”

Umuulan din sa ibang lugar. Hindi lahat ng lugar ay ganito kalala ang epekto.

Dito pumapasok ang responsibilidad ng lokal na pamahalaan.

Sa ilalim ng matagal nang pamumuno ng political dynasty ng Aguinaldo, may lehitimong karapatan ang mga mamamayan na magtanong:

Ano ang nagawa?

Ano ang hindi nagawa?

Ano ang ipinangako?

Ano ang natupad?

At ano ang dahilan kung bakit patuloy pa rin ang problema?

Ang pamahalaan ay hindi dapat sinusukat sa dami ng tarpaulin, press release o photo opportunity.

Sinusukat ito sa resulta.

Kung taon-taon ay lumulubog ang parehong mga lugar, may seryosong problema sa flood management.

At kung paulit-ulit ding ipinapangako ang solusyon pero hindi ito nakikita sa aktuwal na buhay ng mga tao, ang problema ay hindi na lamang baha.

Problema na ito ng pamamahala.
