Paulit-ulit na Baha sa Kawit, Cavite. Bakit?

KAWIT: PAULIT-ULIT ANG BAHA, PAULIT-ULIT DIN ANG PANGAKO

Sa Kawit, Cavite, tila may isang bagay na mas mabilis dumating kaysa solusyon sa baha: panibagong pangako.

Taon-taon, tag-ulan man o malakas na habagat, iisa ang eksena. Lumulubog ang mga kalsada. Pumapasok ang tubig sa mga bahay. Nahihirapan ang mga manggagawa, estudyante, negosyante at ordinaryong residente.

At pagkatapos?

May paliwanag. May inspeksiyon. May pangakong aksiyon. May mga larawan ng opisyal na nakasuot ng bota.

Pero kapag humupa na ang tubig, tila humuhupa rin ang urgency.

Ang tunay na problema ay hindi na lamang ang ulan. Ang problema ay kung bakit sa kabila ng paulit-ulit na pagbaha, tila hindi pa rin sapat ang pangmatagalang solusyon.

Matagal nang namumuno ang pamilyang Aguinaldo sa Kawit. Kaya hindi na makatarungang ituring ang perennial flooding bilang isang problemang biglang sumulpot na parang bagyo.

Kung ilang taon nang nasa kapangyarihan, ilang taon na rin dapat ang panahon para makapagplano, makapagpatupad at makapagpakita ng konkretong resulta.

Hindi sapat ang clearing operation pagkatapos ng baha.

Hindi sapat ang social-media post.

Hindi sapat ang pangakong “aayusin natin.”

Ang tanong ng mga Kawiteño ay simple:

Nasaan ang permanenteng solusyon?

Nasaan ang maayos na drainage system? Nasaan ang flood-control infrastructure na tunay na gumagana? Nasaan ang integrated plan para sa estero, kanal, pumping stations, waterways at coastal flooding?

At higit sa lahat: nasaan ang accountability kapag taon-taon ay pareho ang problema?

Ang baha ay maaaring natural.

Pero ang pagiging hindi handa, ang mabagal na aksiyon at ang paulit-ulit na pagkukulang ay hindi na dapat tawaging natural.

Hindi kailangang masanay ang Kawiteño sa baha.

Ang kailangan niya ay pamahalaang hindi nasasanay sa pagpapaliwanag kung bakit palaging may baha.
