Cong. Kiko Barzaga calls out Bong Revilla in flood control corruption

Cavite 4th District Rep. Francisco “Kiko” Barzaga, a vocal critic of alleged corruption in government infrastructure projects, on Monday urged the inclusion of former Senator Ramon “Bong” Revilla Jr. in investigations into a multibillion-peso flood control scam, dismissing suggestions that Revilla is an “easy target” amid broader scrutiny of lawmakers’ pork barrel allocations.

“Senator Revilla is not an ‘easy target,’” Barzaga said in a statement. “During times of massive corruption scandals, it is naturally expected to investigate individuals involved in previous plunder cases.”

The remarks come as the House of Representatives’ Committee on Good Government and Public Accountability probes anomalies in flood control projects funded by lawmakers’ insertion funds.

The Independent Commission on Infrastructure recently recommended plunder charges against Revilla and others, including Cavite businessman Maynard Ngu, for alleged irregularities in contracts worth billions of pesos.

Revilla has denied the accusations, calling them politically motivated.

Barzaga, a 28-year-old neophyte lawmaker known for his eccentric “Congressmeow” persona and social media rants against the Marcos administration, has positioned himself as a Duterte ally and anti-corruption crusader.

He resigned from the majority bloc in September 2025 and has faced ethics complaints for his disruptive behavior in sessions and online posts, leading to a 60-day suspension without pay announced last week.

Vice President Sara Duterte decried the penalty as an attempt to “silence voices that speak uncomfortable truths.”

Revilla, 59, was acquitted in 2018 by the Sandiganbayan anti-graft court of plundering P224.5 million in PDAF funds from 2006 to 2010 in the infamous pork barrel scam orchestrated by businesswoman Janet Lim-Napoles.

The court ruled the prosecution failed to prove guilt beyond reasonable doubt, though it convicted Napoles and several accomplices.

However, the Office of the Ombudsman found probable cause in 2020 to file separate graft and malversation charges against Revilla over the same transactions; those cases remain pending before the Sandiganbayan.
