MANILA, Philippines — Chief Justice Alexander G. Gesmundo administered the oath of office to Atty. Gerard A. Mosquera as the new Judicial Integrity Officer of the Supreme Court Judicial Integrity Office on Aug. 14, 2026, at the court compound in Manila.
Associate Justices Rodil V. Zalameda and Maria Filomena D. Singh, JIO personnel and Mosquera’s family attended the ceremony.
The Supreme Court En Banc appointed Mosquera on Aug. 5, 2026. He is the first Judicial Integrity Officer since the court reorganized the Judicial Integrity Board into the JIO on March 4, 2025.
The reorganization is part of the court’s reform initiatives under its Strategic Plan for Judicial Innovations 2022-2027, which aims to strengthen judicial accountability and preserve public confidence in the judiciary.
The court conducted an organizational assessment and process mapping of the JIB’s structure, functions and management, leading to the En Banc’s approval of a single Judicial Integrity Officer instead of the five-member board.
Under the new structure, the Judicial Integrity Officer serves a four-year term and may be reappointed once. A new officer may also be appointed upon the retirement of the incumbent chief justice, on the recommendation of the incoming chief justice.
Mosquera brings more than three decades of experience in public service, anti-corruption initiatives, accountability mechanisms and the administration of justice.
Before his appointment, he served as officer-in-charge undersecretary of the Department of Labor and Employment, concurrently heading the offices of the undersecretary for labor relations, labor policy, legislative liaison and regional operations. He also served as general counsel of the Senate Blue Ribbon Committee.
From 2012 to 2019, Mosquera was deputy ombudsman for Luzon, overseeing investigations and prosecutions involving public officials and employees.
