CALABARZON Workers Benefit from Wage Increase Under Second Phase of Wage Order No. IVA-21

Workers in private establishments across the CALABARZON region are set to receive a boost in their daily minimum wages starting today, as the second tranche of Wage Order No. IVA-21 comes into effect, the Regional Tripartite Wages and Productivity Board IV-A (RTWPB IV-A) announced.

The wage order, which applies to various sectors and geographic classifications in the region, introduces adjustments aimed at improving workers’ compensation amid rising living costs.

The new rates, effective April 1, 2025, follow the initial tranche implemented on September 30, 2024.

In the non-agriculture sector, workers in component cities and first-class municipalities, including Rosario and Cavite, will see their daily minimum wage rise by 20 pesos, from 520 pesos to 540 pesos.

Meanwhile, employees in fourth, fifth, and sixth-class municipalities will receive a 30-peso increase, bringing their daily wage from 420 pesos to 450 pesos.

For the agriculture sector, first-class municipalities will see a more significant adjustment, with a 35-peso increase that raises the daily minimum wage from 465 pesos to 500 pesos.

Other classifications, such as extended metropolitan areas, component cities, and second to sixth-class municipalities, will see their agricultural wages set at 425 pesos to 500 pesos, depending on the area.

The RTWPB IV-A also outlined wage adjustments for retail and service establishments employing not more than 10 workers, setting a uniform daily minimum wage of 425 pesos across all area classifications in the region.

“This wage adjustment reflects the government’s commitment to ensuring fair compensation for workers while balancing the needs of businesses in the region,” the RTWPB IV-A said in a statement. The board urged employers to comply with the new wage rates to avoid penalties, while encouraging workers to be aware of their updated entitlements.

The wage hike is expected to benefit thousands of workers, though some labor groups have called for further increases to keep pace with inflation.
