TRECE MARTIRES, Cavite – The Sangguniang Kabataan (SK) Provincial Federation of Cavite announced Tuesday a new policy requiring youth councils to allocate 2% of their 2025 annual budgets as membership dues.
The measure, approved during a special session on October 28, 2024, aligns with DILG Memorandum Circular No. 2003-143.
Under the new policy, 90% of collected dues will go to municipal and city SK federations, while 10% will be directed to the provincial federation.
SK Provincial Federation President Chelsea Jillian G. Sarno issued the notice to all youth councils in Cavite, stressing the importance of prompt compliance with the new financial framework.
“This initiative aims to strengthen our youth development programs across the province,” a federation spokesperson said.
The policy follows amendments to the federation’s Internal Rules and Procedure (IRP) and affects all SK councils within Cavite’s jurisdiction. Local youth councils are expected to incorporate these dues into their 2025 budgetary planning.
The Sangguniang Kabataan, established under the Local Government Code, serves as the youth legislature in Philippine local government units, representing constituents aged 15-24.
