Two Fixers in Dasmariñas Arrested in LTO Anti-Corruption Operation

Two alleged fixers were arrested in an anti-corruption operation at the Land Transportation Office (LTO) in Dasmariñas City, Cavite, on Monday, authorities said.

According to LTO Chief Assistant Secretary Atty. Vigor D. Mendoza, Juan Miguel Crisostomo, 21, of Imus, Cavite, and Carlito Cambronero, Jr., 40, from Tagkawayan, Quezon, were caught in an entrapment operation by the Criminal Investigation and Detection Group (CIDG) after receiving marked money from a 19-year-old motorist.

The motorist had complained that the suspects offered him P8,500 pesos to facilitate his driver’s license application without appearing in person.

The two suspects are facing charges of violating Republic Act 11032, or the Ease of Doing Business and Efficient Delivery of Government Services, in relation to Article 177 of the Revised Penal Code, or Usurpation of Official Function.

Mendoza praised the motorist for reporting the incident and urged the public to do the same if they encounter similar situations. “We will help the police in pursuing the appropriate criminal charges against them to teach them a lesson,” he said.

The LTO chief also warned the public against dealing with fixers, saying that the agency’s digitalization program has streamlined its processes, making such services unnecessary. “There is no non-appearance transaction at the LTO, and you will only be scammed if you engage with these fixers,” he said.

The two suspects are currently detained at the Cavite Field Office of the LTO. Mendoza has informed the Department of Transportation Secretary Jaime J. Bautista about the operation.
