Malacañang suspends classes, work in Metro Manila, 17 provinces Thursday over habagat
MANILA — Malacañang ordered alternative work arrangements for government offices and alternative learning modes for public and private schools Thursday, Aug. 20, as the southwest monsoon, enhanced by Tropical Storm Neneng, continues to bring heavy rain across parts of Luzon.
The directive is contained in Memorandum Circular No. 131, signed by Executive Secretary Ralph G. Recto, following a recommendation from the National Disaster Risk Reduction and Management Council.
Officials said the measure aims to reduce public risk amid the threat of localized flooding and hazardous travel conditions.
The suspension covers Metro Manila and 17 provinces: Abra, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Rizal and Occidental Mindoro.
Government agencies providing basic and health services, as well as those responsible for disaster preparedness and response, are exempted from the work suspension and will continue normal operations, the memorandum said.
Contract of service and job order workers placed under alternative work arrangements will continue to receive their corresponding pay under existing rules, according to the circular.
Alternative learning modes will be implemented as a learning continuity measure in affected areas, meaning face-to-face classes are not required while the directive is in effect.
In areas not covered by the memorandum, local chief executives may decide whether to suspend classes or government work. Decisions on suspending operations in the private sector remain up to individual companies and establishments.
Officials urged the public to remain alert and monitor official advisories from PAGASA and local government units.
