Cavite declared under state of calamity as floods, landslides displace thousands; P10-M released for relief

TRECE MARTIRES CITY, Cavite — The provincial government has placed all of Cavite under a state of calamity after days of relentless rain triggered widespread flooding, landslides, fallen trees and other damage linked to the southwest monsoon, intensified by Tropical Storms Luis and Maymay.

Alongside the declaration, officials released a P10-million Quick Response Fund to address the immediate needs of affected families.

The measure is contained in Resolution No. 5059-2026, which the 12th Sangguniang Panlalawigan ng Cavite unanimously approved during its 54th regular session on Aug. 10.

According to situation reports from the Provincial Disaster Risk Reduction and Management Council’s Emergency Operations Center, 97 weather-related incidents have been recorded across the province, including widespread flooding, fallen and toppled trees, landslides and soil erosion, damaged or collapsed structures, fires and vehicular accidents.

Provincial data show 10,469 families, or 34,952 individuals, have been affected across 20 local government units. The agricultural sector also sustained losses, with initial damage estimates reaching ₱4,232,755.60 — a figure officials said could rise as assessments continue.

Of the reported infrastructure and housing damage, 44 houses were partially damaged and 15 were totally destroyed.

The PDRRMC held an emergency meeting Aug. 10 amid the scale of the damage, passing Resolution No. 2026-04 recommending that Cavite be placed under a state of calamity and authorizing the use of disaster funds for immediate response. The provincial board’s subsequent approval of Resolution No. 5059-2026 followed that recommendation.

Under the resolution, Cavite Gov. Francisco Gabriel D. Remulla was authorized to use ₱10 million from the province’s 2026 PDRRMF Quick Response Fund to expedite relief and recovery assistance in the hardest-hit areas. The resolution states the fund is intended to help restore normalcy in communities affected by the calamity as quickly as possible. The measure passed without opposition from board members.

Officials said the disaster has again exposed the vulnerability of several Cavite communities to prolonged rainfall, as the combination of a strong southwest monsoon, storm effects, overflowing waterways and landslides has rapidly heightened risks to homes, roads, farmland and other infrastructure. Authorities said the focus going forward must include not only addressing current damage but also helping communities recover and prepare for future disasters. The ₱10-million fund marks the first step toward easing the burden on thousands of affected Caviteños.
