Bong Revilla’s Sister, Firm Face Scrutiny Over Billions in DPWH Contracts

Cavite, Philippines — A construction company linked to the sister of former senator Ramon “Bong” Revilla Jr. secured billions of pesos worth of Department of Public Works and Highways (DPWH) contracts in Cavite over several years, according to a report that examined government procurement records and company documents.

The company, associated with Graia Revilla, reportedly emerged as one of the major recipients of DPWH infrastructure projects in Cavite, raising renewed questions over political influence and the concentration of government contracts among firms tied to powerful political families. The report noted that the contracts covered multiple public infrastructure projects awarded through the years.

The development comes as Bong Revilla remains embroiled in separate legal controversies involving alleged anomalies in government-funded flood control projects.

Revilla is currently facing allegations linked to the alleged misuse of public funds for DPWH flood control projects. Prosecutors have accused him of involvement in supposed “ghost” infrastructure projects, including one in Bulacan that investigators said was reported as nearly complete despite little to no construction being found during inspections. Revilla has denied the allegations and continues to contest the charges in court. Under Philippine law, he is presumed innocent unless proven guilty by final judgment.

Investigators have also cited testimony from former DPWH officials alleging that kickbacks and budget insertions were made for certain infrastructure projects. Revilla has repeatedly rejected the accusations, describing them as politically motivated and without factual basis.

The latest scrutiny over the construction firm tied to Revilla’s sister adds another layer of attention to the family’s business and political interests, particularly as authorities continue investigating alleged irregularities in public infrastructure spending.

Neither Bong Revilla nor Graia Revilla has been convicted in relation to the issues discussed in the report. Any findings on the procurement of DPWH contracts or the allegations against those involved remain subject to ongoing legal and administrative proceedings.
