DILG to enforce stricter street conduct rules nationwide

MANILA — The Department of the Interior and Local Government (DILG) is set to implement a new set of public order regulations banning drinking alcohol on public streets, loud videoke sessions past 10 p.m., going shirtless in public areas, and unsupervised minors roaming the streets at night.

The DILG said the measures are aimed at promoting discipline and improving peace and order in communities nationwide, directing local government units to enforce the policies through their respective police and barangay officials.

The crackdown on street drinking and late-night noise disturbances addresses longstanding complaints in residential areas, where late-night gatherings have been a frequent source of neighborhood disputes. The prohibition on minors loitering unsupervised at night is consistent with existing curfew ordinances that many LGUs have enforced with varying degrees of consistency.

The DILG has broad authority over local governments and the Philippine National Police, and its directives are binding on city and municipal executives. Officials who fail to implement the policies may face administrative sanctions.

No specific implementation date has been announced, and the department has yet to release a formal circular detailing penalties for violations.
