Sandiganbayan issues arrest warrant, hold departure order vs. Bong Revilla, 6 others in Bulacan ghost flood control case
The Sandiganbayan’s Third Division issued an arrest warrant and hold departure order Monday against former Sen. Ramon “Bong” Revilla Jr. of Cavite and six former officials of the Department of Public Works and Highways Bulacan First District Engineering Office.
The orders stem from a non-bailable malversation of public funds charge through falsification of public documents, tied to an alleged P92.8 million ghost flood control project in Barangay Bunsuran, Pandi, Bulacan.
The anti-graft court also issued hold departure orders to prevent the accused from leaving the country.
The Office of the Ombudsman filed graft and malversation charges against Revilla and the DPWH officials on Jan. 16. Prosecutors allege the group conspired to release about P76 million as payment for the project, awarded to a private contractor in March 2025 and declared completed despite no actual construction, according to field inspections and witness accounts.
The co-accused are former Assistant District Engineer Brice Hernandez, engineers Jaypee Mendoza, Arjay Domasig and Emelita Juat, accountant Juanito Mendoza, and cashier Christina Pineda.
The malversation case was assigned to the Third Division, chaired by Associate Justice Karl Miranda, which found probable cause and issued the warrants.
The graft charges under the Anti-Graft and Corrupt Practices Act were assigned to the Fourth Division.
This marks the third set of charges filed by the Ombudsman related to alleged anomalies in flood control projects in Bulacan and other areas that emerged in 2025.
Revilla, previously acquitted in pork barrel scam cases, had no immediate public comment as of late Monday afternoon. Authorities were serving the warrants.
