Cavite Recruitment Scam Prompts Qualified Trafficking Case Against 5 Recruiters

Three Filipino job seekers filed a criminal complaint for qualified trafficking against five individuals accused of operating a fraudulent overseas recruitment scheme in Cavite, the Department of Justice (DOJ) has reported.

The complainants said in sworn affidavits they were promised high-paying jobs in Europe between May and July 2025 but were instead forced into labor and sexual exploitation.

The victims responded to job postings on a Facebook page called “Nouri International Placement Agency” that advertised positions for domestic helpers abroad.

Two suspects posing as human resources staff met the applicants at a coffee shop in SM City Bacoor and promised them monthly salaries of P80,000 pesos in Europe with free room and board, according to the affidavits.

The suspects showed the applicants a portfolio of their purported employer, Adel En Nouri, a London-based Italian national who they said would conduct final interviews.

The suspects then required applicants to pay 100,000 pesos in placement fees and 50,000 pesos each for airfare.

On July 8, the victims were told to report to the agency’s office on Sampaguita Street in Queens Row West, Bacoor City, Cavite.

Instead of an office, they found a residential house where they were immediately put to work, the complaint states.

The complainants said they were forced to perform household and office chores under threat of losing their job slots.

The victims alleged they were later forced at gunpoint to perform sexual acts on camera with En Nouri as the audience.

En Nouri and the other suspects could face charges under the Anti-Trafficking in Persons Act of 2003 if indicted.

Two Filipino women filed separate qualified human trafficking charges against En Nouri on Sept. 7, accusing him and two other individuals of forcing them to perform sexual acts for foreigners.
