COA Binulgar ang P67.28 Milyong Anomaliya ni Ex-Mayor Aguinaldo Gamit ang Covid-19

COA BINULGAR ANG ₱67.28-MILYONG COVID-19 ANOMALIYA NG LGU KAWIT

KAWIT, Cavite — Kinuwestiyon ng Commission on Audit (COA) ang paggamit ng ₱67.28 milyon ng Pamahalaang Bayan ng Kawit sa ilalim ng pamumuno ni Ex Mayor Angelo Aguinaldo para sa pagbili ng mga kalakal at serbisyo kaugnay ng COVID-19 response noong 2020 matapos umanong mabigo ang lokal na pamahalaan na isumite ang mga kinakailangang dokumento sa ilalim ng emergency procurement rules.

Batay sa audit observation, naglabas ang munisipyo ng kabuuang ₱67,283,219.78 para sa COVID-19 operations sa ilalim ng Republic Act No. 11469 o Bayanihan to Heal as One Act. Gayunman, natuklasan ng mga auditor na maraming transaksyon ang hindi nasuportahan ng mga dokumentong hinihingi ng Government Procurement Policy Board (GPPB) Circular No. 01-2020. Dahil dito, sinabi ng COA na nalalagay sa pagdududa ang pagiging balido at wasto ng mga naitalang transaksyon.

Sa isinagawang post-audit ng mga disbursement voucher mula Marso hanggang Disyembre 2020, nakita ng audit team na nagpatuloy ang pagbabayad kahit kulang ang mahahalagang requirements tulad ng:

Omnibus Sworn Statement (OSS);

Mayor’s o Business Permit ng supplier; at

Income Tax Return o Business Tax Return.

Bukod dito, iniulat din ng COA na may mga pagkakataong hindi kalakip sa mga voucher ang purchase orders, purchase requests, price quotations, official receipts o sales invoices, delivery receipts, at inspection and acceptance reports. Sa ilang dokumentong naisumite naman, kulang umano ang mga pirma ng awtorisadong opisyal at iba pang mahahalagang detalye gaya ng petsa, dami, at halaga ng mga biniling produkto at serbisyo.

Ayon sa COA, ang mga kakulangang ito ay maaaring makaapekto sa kakayahan ng gobyerno na tiyaking tama at lehitimo ang paggastos ng pampublikong pondo, lalo na sa panahon ng emerhensiya. Binanggit din ng audit body na ang mga claim laban sa pondo ng gobyerno ay kinakailangang suportado ng kumpleto at wastong dokumentasyon alinsunod sa Presidential Decree No. 1445 o Government Auditing Code of the Philippines.

Hindi naman awtomatikong nangangahulugan ang audit observation na may naganap na pagnanakaw o korapsyon. Sa mga nakaraang paglilinaw ng COA sa iba pang COVID-19 audit findings, binigyang-diin ng komisyon na ang audit observations ay indikasyon ng mga kakulangan sa pagsunod sa mga patakaran at dokumentasyon at hindi pa katumbas ng pinal na finding ng katiwalian hangga’t wala pang kaukulang imbestigasyon at legal na proseso.

Gayunpaman, nananatiling seryosong usapin ang naturang obserbasyon dahil sangkot dito ang mahigit ₱67 milyon na pondo ng bayan na ginamit sa gitna ng pandemya, kung kailan pinakamahalaga ang transparency at pananagutan sa paggastos ng salapi ng taumbayan.
