Bong Revilla surrenders at Camp Crame over P92.8-M ‘ghost’ flood control project

Former Sen. Ramon “Bong” Revilla Jr. of Bacoor, Cavite voluntarily surrendered to authorities Monday night, Jan. 19, 2026, hours after the Sandiganbayan issued a non-bailable arrest warrant against him in connection with an alleged anomalous P92.8 million flood control project in Pandi, Bulacan.

Revilla arrived at the Philippine National Police National Headquarters in Camp Crame, Quezon City, shortly after 9 p.m., accompanied by his wife and children. He was met by acting PNP chief Police Gen. Jose Melencio Nartatez Jr., according to police and media reports.

The Criminal Investigation and Detection Group served the warrant upon his arrival. Revilla is now in CIDG custody, undergoing standard booking procedures, documentation and medical examination, the PNP confirmed in a statement.

The Sandiganbayan’s Third Division issued the warrant of arrest and a hold departure order earlier Monday against Revilla and six co-accused: former Department of Public Works and Highways engineers Brice Ericson Hernandez, Jaypee Mendoza, Arjay Salvador Domasig (also referred to as Arjay Mendoza in some reports), Emelita Capistrano Juat, Juanito Coronel Mendoza and Christina Mae Del Rosario Pineda.

The charges involve malversation of public funds through falsification of public documents related to a purported flood control project in Purok V, Barangay Bunsuran, Pandi, Bulacan, which investigators described as a “ghost” or non-existent project. The Office of the Ombudsman filed the graft and malversation complaints on Jan. 16, alleging that at least P76 million was released as payment to a private contractor for the nonexistent infrastructure awarded in March 2025.

Security was tightened at the CIDG headquarters in Camp Crame following the surrender.

In a video statement posted on social media earlier Monday, Revilla acknowledged the warrant, expressed frustration over what he called a lack of due process, vowed to face the charges head-on and asked for prayers for his family.

This case represents a new legal challenge for the former senator, who was acquitted in a high-profile 2018 plunder trial related to the pork barrel scam but has faced other graft allegations in the past. Some of his co-accused, including former DPWH engineers, were arrested later Monday evening.
