Silang, Cavite — The National Police Commission (NAPOLCOM) has dismissed Police Major Anthony France F. Ramos, an instructor at the Philippine National Police Academy (PNPA) in Silang, Cavite, after finding him guilty of grave misconduct and conduct unbecoming of a police officer.
The case stemmed from a complaint filed by a cadet who accused Ramos of performing an act of oral sex against his will inside the officer’s quarters on July 31, 2025.
Sworn statements from responding officers Police Major Jay N. Zamora and Police Captain Mark Daniel L. Maraquilla supported the allegations, saying they found the cadet distressed at the scene.
In its ruling, NAPOLCOM said Ramos abused his authority as a superior officer for sexual gratification, violating Article 336 of the Revised Penal Code on acts of lasciviousness and committing a serious breach of ethical standards that brought dishonor to the PNPA and the Philippine National Police (PNP).
“The NAPOLCOM will never condone any act of sexual misconduct by anyone in the police force, regardless of rank,” NAPOLCOM Chief Commissioner Ralph Calinisan said in a statement. “Major Ramos’ acts are despicable and should be strongly condemned and punished. He is unfit to continue wearing the police uniform.”
Calinisan added that Ramos’ dismissal underscores the Commission’s position that “acts of immorality and abuse of power have no place in the police service.”
