IMUS CITY, Cavite — The provincial government of Cavite declared a state of calamity on Tuesday, July 22, 2025 as torrential rains brought by Severe Tropical Storm Crising and the enhanced southwest monsoon (habagat) inundated several towns and cities, displacing thousands of residents.

Governor Francisco Gabriel Remulla signed a resolution formally placing the province under a state of calamity to expedite the release of government aid and mobilize resources for emergency response.

The declaration will allow local authorities to access calamity and quick response funds, fast-track relief distribution, and implement price control measures on basic goods in affected areas.

In a statement, Remulla said the declaration was necessary due to the widespread flooding caused by days of relentless rainfall.

“The rising number of families impacted by severe weather conditions has made it imperative to activate all available emergency mechanisms,” he said.

As of Tuesday morning, local disaster officials have reported severe flooding in low-lying areas across Cavite, including Bacoor, Imus, Dasmariñas, Kawit, Noveleta, and General Trias.

Many roads remain impassable, and several evacuation centers have been opened to shelter displaced residents.

According to the Provincial Disaster Risk Reduction and Management Office (PDRRMO), hundreds of families have been evacuated, and damage assessments are still ongoing. Authorities also warned of possible landslides in upland areas.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the rains are expected to continue in the coming days as Storm Crising enhances the southwest monsoon, bringing more moisture over parts of Luzon, including CALABARZON.

The provincial government is urging residents to remain vigilant and follow advisories from local officials.
