Police Reinstate “Balikatan” Ordinance to Curb Street Loitering, Drinking in Dasmariñas

The Dasmariñas Component City Police Station announced the reimplementation of the “Balikatan” initiative, a public safety ordinance aimed at deterring late-night street loitering and alcohol consumption in the city.

In a public advisory released this week, authorities stated that street gatherings and drinking outside residences or on public roads will be prohibited from 10 p.m. to 4 a.m. Violators may face warnings, citations, or possible arrest, depending on the gravity of the offense and existing city ordinances.

Police Lt. Col. Regino L. Oñate, acting chief of the Dasmariñas City Police, said the renewed enforcement of the Balikatan policy is part of a broader effort to maintain peace and order, especially during nighttime hours when public disturbances and petty crimes tend to rise.

“The safety of our community is our top priority. Balikatan is a proactive measure to prevent incidents related to public drinking and loitering that often lead to altercations or criminal activity,” Oñate said in a statement. “We ask for the cooperation of all residents to uphold peace in our neighborhoods.”

The term “Balikatan,” meaning “shoulder-to-shoulder,” traditionally refers to unity and cooperation. In this context, it signals the joint effort between law enforcement and citizens to ensure safer streets.

Local government officials and barangay leaders have been urged to support the enforcement, particularly in densely populated or high-risk areas.

Residents may report violations or request police assistance through the contact numbers provided on the advisory or via the PRO Calabarzon’s P.O.W.E.R. Services app.

The policy is expected to remain in effect indefinitely, subject to review based on crime statistics and community feedback.
