The Senate Justice and Human Rights Subcommittee resumed its inquiry into Philippine Offshore Gaming Operators (POGOs) and related concerns, including the controversial case of dismissed Bamban, Tarlac Mayor Alice Guo, on Tuesday, March 18, 2025.

Sen. Risa Hontiveros, deputy minority leader and chair of the subcommittee, led the hearing, which examined Guo’s escape and its links to human trafficking and alleged espionage activities.

Hontiveros raised concerns over irregularities in the deportation process of Chinese nationals tied to POGO operations.

She noted that instead of being repatriated directly to China as required by the Bureau of Immigration (BI), several POGO-linked individuals managed to travel to multiple destinations, raising security red flags.

The inquiry also delved into the presence of Chinese spies currently in government custody and the steps taken by the Department of Foreign Affairs (DFA) and the Department of Migrant Workers (DMW) to assist Filipinos trapped in scam compounds abroad.

Moreover, the subcommittee tackled the operations of illegal POGO hubs in Kawit, Cavite.

These unlicensed gaming establishments have been linked to criminal activities, including human trafficking, money laundering, and cyber fraud.

Authorities have identified several hubs operating without proper permits, exploiting workers and disrupting local communities.

Residents in Kawit have reported increased crime rates, safety concerns, and a strain on public resources due to the unchecked expansion of these illicit operations.

The Senate investigation comes amid growing calls to shut down POGOs altogether, with lawmakers citing national security risks, economic concerns, and the social impact of illegal gambling operations.
