Comelec Sets Election Period, Outlines Prohibited Acts

Manila – The Commission on Elections (COMELEC) has officially declared January 12, 2025 to June 11, 2025 as the election period for the upcoming midterm elections. This period encompasses the campaign period (February 11 to May 10) and Election Day (May 12).

During this crucial time, COMELEC has outlined a number of prohibited acts to ensure a fair and transparent electoral process.

Campaign Period Restrictions:

  • Religious Observances: Campaigning is strictly prohibited on Maundy Thursday (April 17) and Good Friday (April 18).
  • Donations: Candidates, their spouses, relatives within the second civil degree of consanguinity or affinity, campaign managers, agents, and representatives are prohibited from making donations during the campaign period.
  • Security Personnel: The appointment or use of special policemen, confidential agents, or individuals performing similar functions is strictly forbidden.

Other Prohibited Acts:

  • Illegal Prisoner Releases: The release of prisoners is illegal between March 13 and June 11, 2025.
  • Government Appointments and Promotions: Appointments, hiring of new employees, creation of new positions, filling of new positions, promotions, salary increases, remuneration, or privileges for government officials and employees are prohibited, except with prior authorization from the COMELEC.
  • Public Funds: The release, disbursement, or expenditure of public funds is restricted, except for those specifically enumerated in Section 261 (v) of the Omnibus Election Code (OEC).
  • Public Works: Construction of public works, delivery of materials for public works (except for exempted projects), and issuance of treasury warrants or similar devices are prohibited.

These restrictions are outlined in COMELEC Resolution 10999, issued on May 24, 2024. The COMELEC urges all stakeholders to familiarize themselves with these regulations to ensure a free, fair, and credible election.
