KAWIT, Cavite — More than 15,000 people from across Cavite province gathered at Aguinaldo Shrine Sunday afternoon for an ecumenical prayer rally supporting former Sen. Ramon “Bong” Revilla Jr., who remains in custody at Quezon City Jail Male Dormitory.

The rally occurred amid ongoing accusations against Revilla, with supporters asserting the former senator’s detention is unjust and calling for a fair judicial process.

Longtime supporters characterized Revilla’s imprisonment as politically motivated, describing him as a victim of harassment.

Flood Control Corruption

The Philippines has faced persistent corruption allegations in flood control infrastructure projects, particularly involving the misuse of Priority Development Assistance Fund allocations.

Revilla was among several legislators implicated in what prosecutors described as a systematic scheme to divert public funds intended for flood mitigation and other development projects through fake non-governmental organizations. The alleged diversions occurred during a period when the country struggled with inadequate flood infrastructure despite substantial budget allocations.

Anti-corruption investigators have documented cases where flood control projects existed only on paper while funds were allegedly channeled to private accounts. The controversy has highlighted broader governance challenges in infrastructure spending, with watchdog groups noting that ineffective flood control systems continue to endanger communities during monsoon seasons.

Multiple high-ranking officials have faced charges related to infrastructure fund misappropriation, though convictions have been limited and cases have proceeded slowly through the courts.
