CAVITE CITY, Cavite — The City Council will conduct a public hearing Nov. 14, 2025 on a proposed ordinance to regulate oyster, mussel and fish farms operating within city waters.
The measure seeks to establish comprehensive rules governing aquaculture operations, including oyster and mussel farms and similar structures in Cavite City. Under the proposed ordinance, penalties would be imposed for violations of the regulations.
The public hearing is scheduled for 2 p.m. at the Session Hall on the third floor of City Hall in Samonte Park.
City Councilor Eduardo G. Novero Jr., chairman of the Committee on Fisheries and Aqua-Culture, is inviting residents, fishermen, aquaculture operators and other stakeholders to attend and provide input on the proposed regulations.
The hearing will allow the public to voice concerns and recommendations regarding the management of aquaculture operations in municipal waters.
The ordinance aims to balance commercial fishing interests with environmental sustainability and public access to coastal areas.
Committee members include Councilors Mark Anthony A. Amparo, Renan L. Montoya, Jesus Jet S. Barrera II and Daryl R. Solis.
Cavite City, a coastal municipality along Manila Bay, has a substantial fishing and aquaculture sector that contributes to the local economy and provides livelihoods for many residents.
