COA: May P21 Milyong Ginasto ng Kawit na Walang Dokumento

Kawit, Cavite – Natuklasan ng Commission on Audit (COA) na may mahigit P21 milyon na pondo ng bayan ng Kawit sa liderato ni Mayor Angelo Emilio Aguinaldo na hindi mapatunayan kung tunay na nagamit sa tamang paraan.

Ano ang Problema?

Ayon sa audit report para sa taong 2021, may mga bayaring naitala na umabot sa P21,137,987.30 na walang sapat na dokumento bilang patunay na:

  • Tunay na nadeliver ang mga biniling gamit
  • Tapos na ang mga proyektong binayaran
  • Nagawa na ang mga serbisyong binayad

Bakit Ito Problema?

Ang batas ay nagsasabi na bago magbayad ang gobyerno, dapat may kumpleto at tamang dokumento muna. Walang bayad na pwedeng mangyari kung walang patunay na natanggap na ang binili o tapos na ang proyekto.

Mga Halimbawa ng Walang Katunayan:

General Fund:

  • Welfare goods (tulong sa mahihirap): P5.6 milyon
  • Iba’t ibang supplies: P2.5 milyon
  • General services: P4.5 milyon
  • Gusali at istraktura: P2.6 milyon
  • Makina at equipment: P123,730

Special Education Fund:

  • Textbooks at learning materials: P498,870
  • Iba pang supplies: P941,625
  • Gusali para sa edukasyon: P2.5 milyon

Ano ang Ibig Sabihin Nito?

Hindi sigurado ang COA kung:

  • Natanggap ba talaga ng mga tao ang tulong na binayaran
  • Natapos ba ang mga proyektong binayad na
  • Paano kinukurakot ang pera ng bayan ng Kawit
