CSC Reminds Government Workers to Avoid Partisan Political Activities During Election Period

The Civil Service Commission (CSC) has issued Memorandum Circular No. 3, series of 2025, reiterating the prohibition against partisan political activities among government employees during the election period. The circular serves as a reminder of the provisions outlined in the CSC-COMELEC Joint Memorandum Circular No. 001, series of 2016.

According to the CSC, government workers are barred from participating in political rallies or serving as delegates to political conventions. They are also prohibited from posting or distributing campaign materials that endorse or oppose any candidate.

The use of clothing or accessories such as t-shirts, pins, and caps that show support for or opposition to a candidate is not allowed. Likewise, government personnel are not permitted to register or enlist as members of political parties or organizations.

The circular also underscores the prohibition on the use of government vehicles for activities related to campaigning or elections. Additionally, using personal social media accounts to directly solicit votes or campaign for or against any candidate or political party is strictly forbidden.

The CSC stressed the importance of maintaining political neutrality in the civil service, urging all government employees to uphold the integrity and impartiality of public service during the election period.
