Cavite lawmaker says floodwaters receding, but flooding remains major challenge for residents

CAVITE, Philippines — Rep. Jolo Revilla of Cavite’s 1st District said floodwater levels in the province have dropped compared with past flooding events, noting that water that once reached waist-deep now typically rises only to knee level.

Despite the improvement, Revilla said flooding remains a significant challenge for residents, particularly in low-lying and flood-prone areas.

His remarks come as Cavite continues to grapple with severe flooding brought by the intensified southwest monsoon, or habagat. Authorities reported that nearly 27,000 individuals were displaced in Cavite province as of Aug. 10, 2026, with about 9,700 people staying in evacuation centers and another roughly 17,200 displaced but sheltering outside them.

In Bacoor City, rescue operations by the city’s Disaster Risk Reduction and Management Office continued in coordination with the Philippine Coast Guard and the Bureau of Fire Protection to assist stranded residents.

Other areas, including Noveleta, Imus, Rosario and Cavite City, also experienced flooding as the habagat battered northern Cavite, with the recurring floods renewing concerns over the adequacy of the province’s drainage and flood-control systems.

Bacoor city officials have separately appealed to the national government for help addressing the city’s chronic flooding, citing clogged waterways and outdated drainage infrastructure as root causes.

Mayor Strike Revilla requested funding support for the city’s drainage and flood control plan and sought direct intervention from the Department of Public Works and Highways, the National Irrigation Administration and the Department of Environment and Natural Resources for large-scale dredging.

With rains continuing, officials and residents alike face the question of whether the modest drop in flood levels is enough, or whether more permanent, long-term solutions are still needed.
