Businessman, 66, Arrested in Bacoor on Illegal Recruitment, Estafa Raps

BACOOR CITY, Cavite — Police arrested a 66-year-old businessman wanted for illegal recruitment and estafa in a manhunt operation Thursday, May 8, authorities said.

The Bacoor Component City Police Station identified the suspect only by his alias, Ruben, a resident of Bacoor City who was listed among regional most-wanted persons.

Bacoor CPS chief Lt. Col. Alexie Desamito said the suspect faces charges of illegal recruitment committed by a syndicate and two counts of estafa for allegedly defrauding job seekers.

The Regional Trial Court Branch 112 of Pasay City issued a warrant of arrest for illegal recruitment against the suspect on April 30, 2026, with no bail recommended. The Metropolitan Trial Court Branch 165 of Pasay City separately issued arrest warrants on April 28, 2026, for the two estafa counts, each carrying bail of P36,000.

The suspect was apprehended at around 12:05 p.m. and is currently detained at the Bacoor Custodial Center while authorities prepare the return of the warrants to the issuing courts.

Cavite Police Provincial Office director Col. Ariel Red vowed to sustain operations against illegal recruitment syndicates.

“We will not allow syndicates and fraudulent recruiters to prey on innocent individuals,” Red said.

The Cavite PNP also urged the public to exercise caution when evaluating job offers to avoid falling victim to illegal recruitment schemes. — CPPIO
