SILANG, Cavite — The municipal government of Silang issued a statement Tuesday clarifying that the suspension of flood control projects in the town was not an order of the local government but a directive from the Provincial Environment and Natural Resources Office (PENRO).
The LGU said PENRO halted construction after finding that a contractor proceeded with tree-cutting along riverbanks in Barangays Kaong and Iba without the required permits.
In a January 23 letter, PENRO Cavite instructed the Department of Public Works and Highways (DPWH) to “stop all activities in the vicinity” until permits were secured.
“Ang pagtigil sa operasyon ay hindi dahil sa aksyon ng dating mayor, kundi utos ng Provincial Environment and Natural Resources Office (PENRO),” the statement read.
The local government also clarified that the Certificate of No Objection for the tree-cutting, issued in November 2022, was signed by then-municipal administrator Nathaniel Anarna and the Municipal Environment and Natural Resources Office (MENRO).
Officials stressed that the flood control projects were initiatives of the DPWH from the previous administration, not projects of the present Silang LGU.
“Our goal is to clearly explain the details so the public may fully understand the origins of this issue,” the statement said, urging residents to be cautious about unverified information circulating online.
The clarification comes amid questions from residents about delays in the implementation of flood control structures along the Imus River.
