LTO Issues Subpoenas, Suspension in Cavite Road Rage Case

The Land Transportation Office said it has issued show-cause orders and subpoenas to the drivers of an SUV and a passenger bus involved in a viral road rage incident in Cavite.

The LTO also imposed a 90-day preventive suspension on the SUV driver’s license while the investigation is ongoing. The driver has been ordered to surrender his license ahead of a scheduled hearing on Jan. 14, 2026 at the LTO Intelligence and Investigation Division in Quezon City.

In a video widely shared on social media, a Ford Everest is seen blocking a Lian, Batangas-bound bus in the middle of the road. The SUV driver exited his vehicle, aggressively demanded the bus driver’s license while shouting and using profanities. Despite attempts by a female passenger in the SUV to calm him, the driver proceeded to break the bus’s windshield wiper.

The LTO said the SUV was last registered on July 7, 2024. Following the incident, LTO Chief and Assistant Secretary Markus V. Lacanilao ordered the driver and registered owner of the SUV to explain why he should not be charged with reckless driving and why his license should not be suspended or revoked for being an “improper person to operate a motor vehicle.”

The LTO has also placed the Ford Everest under “alarm,” meaning any transactions related to the vehicle are prohibited while the investigation continues. The owner has also been charged with violating laws on compulsory motor vehicle registration.

The driver and registered owner of the bus have also been subpoenaed and directed to appear at the LTO headquarters on Jan. 14 to provide their explanation and submit relevant documents, including their driver’s license and vehicle registration.

The LTO said that failure to attend the hearing or submit required documents will be considered a waiver of the right to a hearing, and the case will be decided based on the evidence available to the agency.
