Bong Revilla Gets P300-M Kickbacks from Flood Control Projects, says DPWH

A dismissed Department of Public Works and Highways (DPWH) engineer implicated former Sen. Bong Revilla of Cavite in a P300-million budget insertion allegedly tied to controversial flood control fund allocations in 2024, during a Senate Blue Ribbon Committee hearing on Tuesday, Sept. 23, 2025.

Henry Alcantara, a former DPWH district engineer, testified that the P300-million insertion in the 2024 General Appropriations Act (GAA) was earmarked for Revilla, who is seeking a Senate comeback in 2025.

Alcantara claimed the information came directly from then-DPWH Undersecretary Bernardo.

“Ayon kay Usec. Bernardo, ang GAA insertions noong 2024 na nagkakahalaga ng P300 million… para kay Senator Bong Revilla,” Alcantara told the panel, linking the former senator to the alleged misuse of flood control funds.

The testimony came out at the ongoing investigation into alleged kickback schemes involving infrastructure projects in Bulacan.

Alcantara, who initially denied knowledge of any kickbacks, also named Senators Joel Villanueva and Jinggoy Estrada, Rep. Zaldy Co, and former House lawmaker Mitch Cajayon as individuals allegedly involved in the scheme.

Revilla, who previously faced plunder charges related to the pork barrel scam but was acquitted in 2018, has not yet issued a public response to the allegations.

The other named officials have also not commented as of this report.

The Senate Blue Ribbon Committee, chaired by Senate President Pro Tempore Panfilo “Ping” Lacson, is probing the alleged irregularities in DPWH projects, particularly in Bulacan, where flood control projects have been flagged for questionable funding and implementation.

Alcantara’s testimony has intensified scrutiny on the allocation of public funds and raised questions about transparency in the budgeting process.

The committee has vowed to continue its investigation to uncover the extent of the alleged kickbacks and ensure accountability.
