COA, Binatikos ang Kawit LGU sa Hindi Pagsama ng Mahigit P64.6 Million na Di-pa Nakokolektang Buwis sa Ulat sa Kita

KAWIT, CAVITE – Inilantad ng Commission on Audit (COA) sa kanilang taunang ulat na hindi isinama ng Pamahalaang Bayan ng Kawit sa ilalim ng pamumuno ni Mayor Angelo Emilio Aguinaldo ang halagang P64,666,437.72 na di-pa nakokolektang buwis mula sa mga nakaraang taon sa kanilang financial records para sa taong 2021.

Batay sa COA Audit Report, tanging ang buwis na hindi nakolekta para lamang sa Calendar Year (CY) 2021 na nagkakahalaga ng P8,035,923.92 (P4,017,961.96 bawat isa para sa Real Property Tax at Special Education Tax) ang isinama ng accounting office sa RPT at SET Receivables.

Hindi naitala ang malalaking halaga ng pagkakautang mula 2014 hanggang 2020, na dapat sana ay kasama rin sa talaan.

Ayon sa Section 111 ng Presidential Decree No. 1445, dapat ay kompleto at detalyado ang mga tala ng gobyerno upang maging epektibo ang fiscal management at mabigyan ng tamang impormasyon ang mga kinauukulang ahensya. Ito ay nilabag umano ng lokal na pamahalaan sa pamamagitan ng hindi pagsama sa kabuuang P72,702,361.64 na dapat naireport bilang Real Property Tax at Special Education Tax Receivables.

Narito ang breakdown ng mga dapat na naitalang buwis kada taon:

  • 2020: P13,636,176.00
  • 2019: P18,563,031.06
  • 2018: P11,766,841.64
  • 2017: P1,487,635.98
  • 2015-2016: P7,838,995.36
  • 2014 & earlier: P11,374,117.68

Ipinanukala ng COA na agad gumawa ng kinakailangang adjusting journal entries ang accounting office ng bayan upang maisama sa accounts ang mga nakolekta at hindi pa nakokolektang buwis sa mga nagdaang taon.

Hinikayat din ng COA si Mayor Aguinaldo na tiyakin ang pagsunod ng kanyang tanggapan sa tamang accounting standards upang maiwasan ang misrepresentation ng financial position ng lokal na pamahalaan.
