Rosario LGU Issues Business Permits With Free Food, Umbrellas

ROSARIO, Cavite — Business owners waiting in line for permits at the LGU office receive complimentary refreshments and souvenirs as part of a three-year-old program to improve customer service.

The local government unit provides free coffee, biscuits and bottled water to applicants during the permitting process, with no limits on consumption.

The first 40 applicants each day also receive free umbrellas and bags, according to the Business Permits and Licensing Office.

“It’s a big help,” said one business owner, who asked not to be named. “You don’t get annoyed because you feel welcome.”

The program, now in its third year, aims to make the annual permit renewal process more pleasant for local entrepreneurs.

BPLO officials said the initiative demonstrates that good public service involves more than efficient processing—it also requires attention to customer comfort during wait times.

The office processes business permit applications and renewals each January. All applicants have access to the free refreshments regardless of how many times they return to the service area.
