Kawit Mayor Angelo Aguinaldo, Binulgar sa P37.43M Trust Fund Anomalya — COA Report

KAWIT, Cavite — Isang matinding pagsabog ng kontrobersya ang yumanig sa pamahalaang lokal ng Kawit matapos isiwalat sa pinakabagong ulat ng Commission on Audit (COA) na hindi ibinalik ni Mayor Angelo Aguinaldo ang mahigit P37.43 milyon na hiniram mula sa Trust Fund ng bayan noong taong 2000.

Ayon sa COA report, ginamit ng lokal na pamahalaan ang nasabing pondo, na nakalaan sana para sa mga tiyak na proyekto, upang pondohan ang iba’t ibang gastusin ng General Fund. Labag ito sa Section 4 (3) ng Presidential Decree 1445 na nagsasabing ang Trust Fund ay dapat gamitin lamang sa pinagtalaan nitong layunin.

“Noong Disyembre 31, 2020, hindi pa rin naibabalik ng LGU ng Kawit ang naturang halagang P3,327,283.06 sa Trust Fund,” ayon sa ulat ng COA. Bukod dito, lumitaw rin na mayroong kabuuang P37.48 milyon na kabuuang obligasyon ang Trust Fund, ngunit tanging P17.82 milyon lamang ang aktuwal na cash on hand, na naglalantad ng malaking kakulangan sa pondo.

Dagdag pa ng COA, ang P15 milyon na advances sa mga kawani ng LGU ay para sa mga programang gaya ng Social Pension ng Senior Citizens at Bayanihan Program, ngunit hindi pa rin naipamamahagi sa mga benepisyaryo sa kabila ng pagka-receive ng pondo noong Disyembre 2020.

Samantala, kabilang din sa mga ginastos mula sa Trust Fund ang:

Cost ng mga check booklets mula 2018 hanggang 2020,

Hindi nailipat na balanse ng pondo noong 2018,

At set-up ng unspent balance ng MDRRMF sa 2020.

Ayon sa COA, “The Municipality failed to allocate appropriation and funds for the amount borrowed in Trust Fund in 2020… thus affecting the financial condition of the Trust Fund.”

Mga Mamamayan, Biktima ng Kawalang-Aksyon

Maraming mga proyekto ang apektado dahil sa kakulangan ng pondo, na sana ay makikinabang ang mga mamamayan ng Kawit. Sa halip na mapunta sa mga makataong programa, ginamit umano ito sa mga hindi awtorisadong gastusin ng LGU.

Hinimok ng ilang residente ang agarang imbestigasyon sa administrasyon ni Mayor Angelo Aguinaldo. Anila, “Hindi kami papayag na ipagpatuloy ang ganitong uri ng pamamahala. Kailangang managot ang mga may sala!”

Hanggang sa kasalukuyan, hindi pa nagbibigay ng opisyal na pahayag si Mayor Aguinaldo kaugnay sa nasabing isyu.
