P58.6-M Relief Funds Hindi Naayos ang Accounting, COA Nagsiwalat ng Anomalya sa Administrasyon ni Mayor Angelo Aguinaldo

KAWIT, CAVITE — Isang nakakabahalang ulat mula sa Commission on Audit (COA) ang nagsiwalat ng hindi wastong paggamit at pag-uulat sa pondong nagkakahalaga ng P58,683,667.99 para sa pagbili at pamamahagi ng mga relief goods sa ilalim ng administrasyon ni Mayor Angelo Aguinaldo noong 2020.

Ayon sa COA 2020 Annual Audit Report, nilabag ng pamahalaang lokal ng Kawit ang mga alituntunin sa ilalim ng COA Circular Nos. 2014-002 at 2015-009 na nagsasaad kung paano dapat irekord, i-issue, at i-account ang mga relief goods. Sa halip na gamitin ang tamang inventory accounts tulad ng “Welfare Goods for Distribution,” ang mga biniling relief goods ay agad na naitala bilang “outright expenses” o gastos, taliwas sa itinatakdang accounting standards.

Tinukoy ng COA na hindi ginamit ng Municipal General Services Office (MGSO) o ng Municipal Social Welfare and Development Office (MSWDO) ang Requisition and Issue Slip (RIS) at ang Report on Supplies and Materials Issued (RSMI)—mga dokumentong kinakailangan upang masubaybayan ang wastong pag-distribute ng mga relief goods.

“Ang ganitong gawain ay lumalabag sa sound accounting practice,” ayon sa COA, dahil hindi nito kinikilala ang cost of inventory items bilang asset bago ito i-distribute. Sa madaling salita, hindi malinaw kung saan napunta ang relief goods, kung ilan ang naipamahagi, at kung sino ang nakinabang—lahat ito ay mahalaga upang masiguro ang transparency at accountability.

Interpretasyon at Epekto ng Ulat

Ang kabiguan ng LGU Kawit sa wastong pag-account ng halos P59 milyong pondo ay nagpapakita ng malubhang kapabayaan sa tungkulin at posibilidad ng katiwalian. Dahil sa kawalan ng dokumentasyon, mahirap masuri kung tunay bang napunta sa mamamayan ang mga relief goods na dapat sana’y para sa mga naapektuhan ng COVID-19 pandemic.

Ang ganitong uri ng iregularidad ay hindi lamang lumalabag sa mga regulasyon ng COA kundi isang anyo ng pang-aabuso sa pondo ng bayan—pondo na dapat ay para sa agarang tulong sa gitna ng krisis. Ang COA report ay isang babala at panawagan para sa masusing imbestigasyon at agarang pananagutan ng mga sangkot.

Ang mga mamamayan ng Kawit ay nararapat lamang na manawagan ng transparency mula sa kanilang lokal na pamahalaan at igiit ang pananagutan mula kay Mayor Angelo Aguinaldo at sa mga opisyal na responsable sa pamamahala ng pondo.

Appendix 8 ng nasabing ulat ang naglalaman ng karagdagang detalye kung saan maaaring mas mapalalim pa ang pag-unawa sa anomaliya. Hinihikayat ang mga mamamayan at watchdog groups na repasuhin ito at itulak ang isang mas masusing imbestigasyon.
