Illegal POGO Workers in Kawit Face Deportation as Philippines Enforces Gaming Ban

KAWIT, Cavite – The Philippine government warned Monday of imminent deportation for thousands of foreign workers still employed in offshore gaming operations in this former gambling hub south of Manila, following a nationwide ban that took effect December 31.

Justice Secretary Jesus Crispin Remulla said about 11,000 foreigners, many previously based in Kawit — a municipality in Cavite province that housed numerous Philippine Offshore Gaming Operators (POGOs) — have failed to leave the country despite a presidential directive.

Kawit, located 20 kilometers south of Manila, emerged as a notorious POGO center during the industry’s peak, with dozens of gaming operations employing thousands of foreign workers, primarily from China.

The municipality’s transformation into a gaming hub drew controversy as residential areas were converted into POGO offices and worker dormitories.

“The President is unequivocally clear that POGOs have no place here in the Philippines,” Remulla said in a statement, emphasizing the government’s commitment to protecting Filipino interests.

The Bureau of Immigration has intensified its operations to locate and deport remaining POGO workers, including those who failed to voluntarily downgrade their visas or exit the Philippines last year.

The crackdown follows President Ferdinand Marcos Jr.’s announcement in July 2024 of a complete POGO phaseout, citing the industry’s links to serious crimes including human trafficking, prostitution, abduction, and murder.

The POGO industry, which primarily catered to Chinese gamblers, once contributed significantly to the Philippine economy but faced mounting criticism over its social costs and criminal activities.

Prior to the ban, Kawit and other POGO hubs generated substantial local revenue through property leases and auxiliary businesses. However, the sector’s departure has left numerous vacant buildings and raised concerns about economic adjustment in these areas.

Law enforcement agencies have documented several criminal incidents involving POGO operations in Kawit and surrounding areas, contributing to the government’s decision to terminate the industry’s operations nationwide.
